The Question

What platforms are named in the enforcement record, and what does that actually tell us about how technology can be misused?

Platforms do not cause exploitation. Exploitation is a human decision and a crime that predates the internet -- offenders find and target victims with or without it. However, technology can be instrumentalized toward that end. Platforms alter the surface of exploitation: they change who can reach whom, at what scale, with what degree of anonymity, and with what evidentiary footprint. This analysis documents how platform capabilities have been weaponized to change the dynamics of exploitation, with investigation into platform affordances, misuse surfaces, and harm vectors.
